Classic cottage pie is one of the most comforting and beloved baked meat dishes enjoyed across many parts of the world. Its popularity comes from its rich, savory minced beef filling, deeply flavored vegetable base, and the thick, golden layer of creamy mashed potatoes baked on top until perfectly golden and satisfying. Unlike shepherd’s pie, which uses lamb, cottage pie uses beef as its filling, creating a richer, meatier flavor beneath a cloud of buttery mashed potatoes.

Ingredients

  • 1 ½ pounds lean ground beef
  • 1 large onion, finely diced
  • 2 medium carrots, finely diced
  • 2 garlic cloves, minced
  • 1 cup frozen peas
  • 2 tablespoons tomato paste
  • 1 cup beef broth
  • 1 tablespoon Worcestershire sauce
  • 1 teaspoon dried thyme
  • 1 teaspoon dried rosemary
  • Salt and black pepper, to taste
  • 2 tablespoons olive oil
  • 2 pounds potatoes, peeled and chopped
  • 4 tablespoons butter
  • ½ cup warm milk
  • Salt and white pepper, to taste

Instructions

  1. Preheat the oven to 400°F (200°C).
  2. Place the peeled, chopped potatoes in a large saucepan and cover with cold, salted water. Bring to a boil and cook for fifteen to eighteen minutes until the potatoes are completely tender when pierced with a fork. Drain the potatoes in a colander and return them to the warm saucepan.
  3. Heat olive oil in a large skillet over medium-high heat. Add the diced onion and carrots and cook for four to five minutes until softened.
  4. Add the minced garlic and cook for another thirty seconds.
  5. Add the ground beef and cook, breaking it apart with a wooden spoon, until browned and cooked through.
  6. Stir in the tomato paste and cook for two minutes.
  7. Pour in the beef broth and Worcestershire sauce. Add the dried thyme, rosemary, salt, and pepper.
  8. Stir in the frozen peas.
  9. Simmer the filling for ten to fifteen minutes until the gravy thickens and the flavors meld together.
  10. Let the filling rest for five minutes while preparing the mashed potato topping.
  11. Mash the drained potatoes with butter and warm milk until smooth, creamy, and free of lumps. Season generously with salt and white pepper.
  12. Transfer the cooked filling to a 9×13-inch baking dish, spreading it into an even layer.
  13. Spoon the mashed potato topping over the filling, spreading it gently to cover the entire surface.
  14. Use a fork to create a ridged pattern on the surface of the potato topping, which helps it brown more evenly.
  15. Place the assembled cottage pie in the preheated oven. Bake for 20 to 25 minutes, until the mashed potato topping is golden brown and the filling is bubbling around the edges.
  16. If the topping is not browning enough, turn on the broiler for the final two to three minutes, watching closely.
  17. Remove the cottage pie from the oven and let it rest for five to seven minutes before serving.
