- Cut the Potatoes: Peel the Russet potatoes and cut them evenly into 1/2-inch thick sticks. Uniformity ensures even cooking.
- Rinse: Place the cut chips in a large bowl of cold water for at least 30 minutes to remove excess surface starch. Drain thoroughly and pat completely dry with paper towels.
- Boil: Place the dried potatoes into a large pot of boiling water seasoned with 1 tablespoon of kosher salt and 2 tablespoons of white vinegar. The vinegar helps the potatoes hold their shape.
- Simmer: Cook for about 4 to 5 minutes until the edges are slightly tender, but the centers remain firm.
- Dry: Drain the potatoes gently through a colander and spread them out on a wire cooling rack. Allow them to cool and dry completely for 15 minutes.
- Heat the Oil: Fill a deep, heavy-bottomed Dutch oven or an electric deep fryer halfway with neutral frying oil. Heat the oil to 325°F (165°C) for the first fry of the chips.
- Whisk Batter: In a large mixing bowl, whisk together 1 1/2 cups all-purpose flour, cornstarch, baking powder, salt, and garlic powder.
- Add Carbonation: Slowly pour in the ice-cold sparkling water (or beer), whisking continuously until a smooth, pancake-batter-like consistency is formed. Keep the batter bowl resting over a larger bowl filled with ice cubes to keep it ice-cold.
- First Fry (Blanching): Carefully add the dry par-boiled potatoes to the 325°F oil in small batches. Fry for 5 to 6 minutes until cooked through and pale blonde (do not let them brown yet). Remove with a slotted spoon and drain on paper towels or a wire rack.
- Increase Oil Temp: Turn up the oil heat to 375°F (190°C).
- Second Fry: Return the blanched chips to the hot oil for a second fry for 2 to 3 minutes, until golden brown and exceptionally crispy. Remove, shake off excess oil, season immediately with sea salt, and keep warm in a low oven.
- Dredge: Pat the fish fillets completely dry with paper towels. Lightly dust each fillet in the seasoned flour dredge, shaking off any excess. This helps the wet batter adhere smoothly.
- Coat: Hold the floured fish by the tail end and dip it completely into the ice-cold batter, letting any thick drips fall away.
- Drop and Fry: Carefully lower the battered fish into the 375°F oil, holding it partially submerged for 5 seconds before releasing it so it doesn’t stick to the bottom of the pan. Cook for 5 to 7 minutes, turning once halfway through, until the batter is deeply golden, crisp, and the fish flakes easily with a fork (internal temperature reaches 145°F).
- Drain: Transfer the fried fish to a wire rack set over a baking sheet to maintain crispness.
